CONCEPCIÓN. -  According to the mayors of Hualpén (Marcelo Rivera) and Talcahuano (Abel Contreras), the pedestrian overpass located in front of the El Trébol Mall Plaza in Concepción that collapsed on top of a minibus last night had not been approved by the municipality.

Although they could not explain why the situation was just now being made public, the mayor of Hualpén said that the structure had not been approved because it was not considered safe given its location and the heavy traffic flow in the area.

The overpass collapsed after a truck traveling along the route connecting Concepción and Talcahuano crashed into the structure, destabilizing it.

Seven of the passengers in the vehicle were injured, although only 24 year old José Torres Verdejo remained hospitalized this morning due to a traumatic closed head injury.  Torres is scheduled to be released from the hospital this afternoon.
